Method
Login WordPress dashboard, click “Appearance -> Menus”, just drag the categories or pages that you want to display as the navigation menu from left side to right side, even better, you can also customize the menu target (such as links to your other websites).

Note: there are some themes do not support the horizontal navigation menu, such as Green Leaves 1.0, if your current theme does not support the menu, you will see the corresponding prompt in “Theme Locations” area.
